I didn't have any issues whatsoever with pend rates before the no-blank policy. The few 15+-min reports by one particular mumbler that I had to pend probably did it. Someone in an earlier post mentioned credentialed status that helped, but my OM said my accts will not honor that, so we have to pend, credentialed (which I am) or not.
