I think they mean you can't use the hotel WIFI because it is not a secure connection. You can use your cell phone 4G connection as a tether device to your laptop which would be a secure connection. Your carrier website should have information regarding rules about doing this. You will be charged for data usage. While streaming videos would use data faster, I have no idea how much data is used by downloading and uploading dictations. Unless you have an unlimited data plan it could be very costly.
