Go to tools>options>audio tab. Under the pedal settings put a check mark in that box next to where it says "accelerate silence playback (speech rec jobs only). Then the next line is silence speed with a highest setting of 10. Of course shuffling papers might not qualify in the "silence" but it should catch some of the quiet spots for you.
