IME they MAY keep 1 or 2 MTs to work in the office, monitoring things, doing paperwork related to MT, etc.
Account specs are like ANY other specs -- subject to change due to whim, mood, capriciousness, etc. IME POLITICS and MONEY -- not necessarily in that order -- are the driving forces behind specs.
