Yes. Despite years of mandatory training, there is still a lot of confusion about HIPAA and what constitutes a breach. So I thank you for posting that.
My breach was blatant and documented. Again, nobody cared because the person who committed the breach was a "star" since she saved the hospital a ton of money while managing the MT department. Back then I was younger and still naive. Now I know -- it's all about the money and always has been.
