People purchasing in the ACA marketplace never disclosed anything about their medical histories for years.

Insurance companies are anticipating a very possible need to return to underwriting based on preexisting conditions, and denying coverage based on them, and this is a way of fooling some into thinking they're paying less, to shift more costs to the less healthy (usually older), and to get everyone legally on record again after any gaps. ("You didn't disclose...")

To be fair, it's also a way to get people to relate their personal health to medical costs and so that concern about money will translate into healthier habits.

Of course, it'll also result in people putting off healthcare to keep their records clean and maintain their lower rates, but hey, only some end up permanently disabled or dying as a result.

Also of course, the more people who never break through those huge deductibles to protect their "discounts," the higher the profits.
