Remember the VA system recently addressed their own transcription issues by passing a bill to implement scribes. There are so many downsides to using scribes. One that seems like a real dealbreaker to me is that a good MT can process up to 40 or even more reports a day, while I would imagine a scribe, working in real time and with the usual in-office scheduling, delays, waiting, no-shows and other downtime, can do only a fraction of that number. The last thing we need is a government committee comprised of people with little or no knowledge of transcription getting pressured onto the scribe bandwagon without understanding the implications.
