I had an account where the specs were 47 pages long. Those specs differed for different departments. Then was required to make 24,000 lines per pay period. That is nothing but setting MTs up for failure, not to mention lower quality of reports. Unfortunately, the dictators did not actually know the specs, they were set by the facility, which posed a whole new set of problems.
