A total mess to say the least. They'll soon be pushing harder to clear it as they won't be able to bill for it for 3rd quarter. I'd love to know who came up with this latest strategy. It's almost as good as the exciting grid payment plan. Remember, the one that was slated to be industry changing? They sure don't spend their money wisely.
