No Work/Low Work - hangingon

Ever since the layoffs, I have been having either no work or low work for long periods during my shift. Is anyone else experiencing this? I have no way to contact my fellow MLSs to know why this is happening. I email my OM but I do not get a response...or a very delayed response. Needless to say, this is very stressful and without work, no pay. Can anyone help? Thank you.
