I agree you should be asking them about this - but if they are counting only KEYSTROKES, does that include the backspace key, too? So when the dictator says something that took you 4 keystrokes to type out 99 characters BUT the dictator changed their mind - I'd be using the backspace key to delete everything. That would equal 99 characters.
But do ask your employer and let us know! I personally would not work for a company that only paid me for my keystrokes! I do too much non-keystroke stuff (Google searches, demographics, etc) and I'd be saying adios to them for sure!
