It is possible that the minimum wage or labor laws in certain states are reasons why a company chooses not to hire MTs in those states. However, none of those issues is considered a protected class, so calling it discrimination is something of a reach. It is simply a business decision. The people in those states may not like it, but companies are allowed to make those sorts of business decisions.

Attempting redress for discrimination because of the minimum wage or other labor laws would likely be fruitless. Though it is almost certain that someone will see dollar signs and try.
