I'd skip the rest. Requiring someone, like any of us for instance, to first prove he or she doesn't desire to "cheat the government" could be problematic.

It, of course, would be grabbed by many employers as a device to cheat employees. And we'd all find the assumption itself profoundly insulting. Not to worry. Since the government is in fact our government, a bunch of people would be way ahead of any of us in putting a stop to this abuse.
