Now, of course if you were to tell a next-door neighbor all about a patient, that WOULD be a violation of HIPPA. If you it to told it to a journalist in India, whether calling long distance or while having lunch together in Mumbai, that would be a violation of HIPPA: same crime under the same law that applies to protected information in both locations, and geography and nationality both irrelevant.
