I have read some ICs on this board refer to no tax refund. Is there some reason why, if you overpay your taxes as an IC, you cannot receive a tax refund?

You stated as an employee "possible tax refund." Is a tax refund impossible for an IC or is it because you are advised to apply any overpayment to next year's taxes owed?
