Not enough people to cover, so you fire someone who says they won't cover...now you have lessened your staff #s so spread everyone thinner than they were and still no one to cover. If everyone refuses, fire all? The people threatening need another strategy, how about an incentive? or differential?...oops..that probably got taken away.
