I will say one positive thing, at least she was honest about how long it takes to transcribe 60 minutes of audio (taking into account researching, proofreading, and formatting). I would equate a low rate like that to scoping where the transcription work is already done; you verify it with audio for accuracy and make corrections as necessary.
