To the OP, take note of the job# and the dictator and send a note to your MTSO/Supervisor about what is going on. Ask her to let the client know that this is inappropriate. If the MTSO has the cahunas to do it and the client has the cahunas to tell the dictator not to do this anymore, that should fix the problem. No need to turn in anybody for a HIPAA violation. A warning not to do this should be all that is needed.
