Having worked in-house for many years, I can tell you that many workers were paid for inactive time on almost every shift they worked. They might not be using the hospital computers, but most people have cell phones, so they use those during downtime. They read books, chitchat, placed catalogue orders, yet they were still paid their same hourly rate for doing so. These were RNs, RPNs, ambulance attendants. There is downtime in these jobs and staff is paid regardless.
