Unfortunately this is now industry standard for the job. Refusing to accept offers would only mean that no one would have jobs and the work would go overseas, maybe this is offshore, does anyone know?. You may be able to negotiate salary in certain situations but the offers are not coming back to "something decent," whatever that is.
