...you are required to remain "at the workplace, available for work" and are not at liberty to leave.

The fact that you can occupy your time with other things while waiting for work isn't the test in most states, and certainly not on the Federal level. There are jobs, for instance, where the duties are very sporadic and employees are allowed to bring a book to read or might even watch TV, cook, etc, (e.g. firefighters, EMTs) but they must be on site and available for duty for the whole shift.

If you're expected to remain at the workplace checking for work to come in, you're entitled to "on-call" pay.

The company I work for knows this is the standard, and they're very sly about how they get around it. They don't formally "demand" that you remain available for work if you run out. They just make it clear that (as in a specific email I received from a supervisor) they will be "very annoyed" if you aren't available...and of course we all can easily interpret that little bit of corporate threat-code.
