Transcription has been outsourced and offshored for the last 10 years, maybe longer as have many other jobs, yet all of a sudden it's this huge issue and you expect someone else to fix it. You have bee accepting it, and yes in my opinion you need to accept it for what it is and realize that we live in a global economy or find an employer who is 100% US based.
