Failure to respond to medical treatment - Tonna

Failure to respond to medical treatment - I've seen this history provided quite often, however, no further information. I'm at a loss on how to code this when the pathology comes back normal. It doesn't necessarily indicate that the patient was non-compliant. Any help would be greatly appreciated.
