I also live in what would be considered a "rural" area. I'm in town and have access to most of the tech offerings but there are quite a few areas where cable/fiber has not been installed or DSL is not available because ditches have to be dug and people have to pay out of pocket, I very much relate to what the OP is saying. Chicago's problem sounds like infrastructure issues, i.e., not enough available hubs for everyone and too many users, which is why your service is constantly jammed.
