to work. They can apply to a company who needs hours at a certain time of the day because they CHOOSE to. That's what being an IC means. Finding work that meets your wish of when you want to work. Just because the company is asking for work at a certain time of the day does not exclude them from ICs. The difference is the IC CHOSE to work at that time. Get it?
