Help regarding labor laws and no work situations. - sm

Does anybody know the rules regarding clocking in and out all day when you run out of work?  I clock in and if I run out of work, I stay clocked in.  I am showing up to work on my scheduled 8 hours.  If I run out of work and have to clock out and then clock in all day, I am now giving the company more hours without pay. I have coworkers who clock in and out all day, making their days much longer and I say they are screwing themselves by not being paid on their "down time." How do you document down time where you work?  TIA.
