It only means someone is bored and wants to lurk and stir the pot. I play word games online, which is probably about as banal a post as can be made online, and on one game there is someone who down votes any time a hyphen is used (allowed in the rules). It's just a way some people, for some reason, get themselves a sense of power. The big exception to that, for me at least, is numerous down-votes on job ads for obvious reasons.
