This is not the first time payroll is late, as we all know, so why did she give an increase to people? To soften the blow for later ? Or maybe to "look" like she comes correct in case other companies are watching/considering a buyout?

Definitely out of character for her to give pay increases all of a sudden in the last month or 2.
