From my time in tech support, I can tell you that no platform I'm familiar with would count these empty lines, even "filled" with spaces. Everything after the last visible character is truncated.
This is because during the transcription/editing and even QA processes there is the possibility of unintentionally introducing such characters that would go unnoticed.
If your software counts these empty/space-filled lines, it's very badly written software indeed. And as mentioned above, even that would be an internal matter, having no business to post it here.
