Character count - Twilight Zone

So, a report is let's say 2562 characters, including all spaces, returns, etc. Divide that by 65, you get how many lines. 39.42 lines. Most jobs pay by the 65 character line but if a line is not full does not mean it does not count. They take the total characters and divide by 65. So, if the report was 2562 characters, add on say 8 for extras returns or spaces on the space bar, that does to 2570 character, divide that by 65, it comes to 39.54 lines. I have 3 jobs where I invoice by the document I type, and I use a character count divided by 65. Am I in the twilight zone?
