I don't require you to educate me on this.

What is "supposed to be" doesn't matter spit. Compare and contrast what is "supposed to be" with respect to medical records (HIPAA) and what is "supposed to be" with regard to government secret documents.

"Supposed to be" has nothing to do with anything, including so-called HIPAA compliance (which no one can agree about anyway) OR contracts.

The one thing that has completely escaped you is a little matter of jurisdiction with respect to information that is held outside the United States, which not only means that it can be impossible to investigate breaches, but to do anything to bring people responsible to justice or to impose remedies and sanctions.

This is right in my wheelhouse, and obviously not in yours.
