Is it illegal or just unethical? - misspuff

Do you think it's illegal to tell someone they're making say 8 cents a line, but in reality, through some "slight of hand" on the part of the co. you are actually only making 7.5 cents a line? I know this sounds cryptic. I found by accident that the more one makes per line, the more lines are deducted from a report, so when it averages out that 0.5 cent raise you got isn't really a raise, you're still at the same line rate.  Illegal and worth persuing or just plan old unethical?
