We are instructed you have to be OOW for a total of 15 minutes straight, which means it is not unreasonable to have multiple OOW entries in the same shift. I have been paid for all of them.
I believe, that you are supposed to get to total hours by putting in a request for unpaid PTO, although I do not recall exactly because I have been using my PTO to cover any time. If somebody is not receiving pay for the OOW punches, then they need to investigate further what is going on. You only get paid for the OOW punch itself but it is better than it was before.
