If you are out of work and you are logged still in Teamwork while waiting for jobs in Fluency (after the first 6 minutes are done and you submit a ticket) you will get into trouble for not producing while clocked on to Teamwork. Unfortunately (it sucks) you need to be out of Teamwork and in Fluency waiting for jobs if you run out of work.
