Mine was for medical reasons but I did have to wait 30 days for transfer to part time (and had a dr's note).
It might be one of those "discretion of the manager" decisions and you can start PT right away.
You'll still have your PTO. You just won't accrue anymore (as far as I know). You can take your PTO after going part time.
