Why not create an invoice that reflects either of two things:
1) Calculate lines you normally can type in an hour and for an average and multiply by your 9-1/2 hours,
2) Or just make a line count per report you edit per report (say an entire header (4 to 5 lines?) which that way would kind of cover your time opening/saving documnent, then multiply it by the number of reports you changed.
You can create a per-line invoice for this kind of work, just have to find a line count somewhere. If you get paid by the line they would kind of have to honor it. Hope you can resolve this. I would definitely do some creative invoicing.
