Most of the time the most effective response to rude behavior is to simply ignore it if you are uncertain for its reasons and it isn't harmful to yourself or others. If the behaviors cause actual injury or deep embarrassment, then it should be brought to the attention of the person in a calm, but clear manner. Being rude yourself is always the worst response and the one most likely to escalate a situation.
In my experience, when someone is being rude and you aren't certain why they are being as such, unless they are causing you or others physical harm, then simply ignoring them and their behavior is usually the most effective course of action. If they are causing physical harm, then fact should be immediately brought to their attention as most people aren't intentionally hurting others and will usually change their behavior when it addressed non-confrontationally as being rude.
