It is not illegal to withhold PTO pay when someone quits without giving 2 weeks notice. Where I work it is company policy and written into the employee manual, they only have to pay you for hours worked. Saying that you don't need them for a recommendation could backfire if you apply for another job and they find out you bailed. It's common courtesy on your part, and you will have left on good terms. I don't know why companies require people to give notice, maybe it takes a while to process, but it is not illegal to withhold PTO. If you want to go now, take your PTO and get paid for it and quit when you get back.
