Some SHDAs can end up earning less than when they were an HDS, and a lot of HDSs know this, which is why they are staying where they are. The PCs really hound the SHDAs about leaving feedback for pretty much everything and there have been a lot of new hires and more work shipped overseas, both of which require 100% reviews for awhile. SHDAs don't get paid for leaving feedback, which may be the reason they decided to up the pay a bit.
