1. If you mean the testing as in you are hired and training in Richmond, that is fine. You basically just get started typing with supervision in the office before you're sent home. You do real dictation (not training files).
2. Yes, you can meet and exceed 1500 lines a day. When I was there I always did 1500+ lines a day (it took about 6-7 hours). They use (or used to when i was there) MS Word, so I used the autocorrect and macros to help with autokeys and getting my production up.
