OOW - Day shift only?

On accounts that used to have massive amounts of work, there is now very little in the morning when I start my shift. Is it because there are so many hired for second and third shift? I have heard every excuse in the book for OOW - but I think it is just a scheduling issue - most of the work is being done in the late afternoon, evening and during the night to guarantee that the work won't be out of TAT. In the morning we get whatever is left, if anything.
