Always include a cover letter whenever possible, and whenever possible also tailor your both your resume and cover letter to the job and company you are contacting. And also follow up with phone call or email whenever possible. Just say you are following up to make sure they received your materials and to reiterate your interest in the position. All these things greatly increase your chance of response and invitation to interview. Broadcast one resume/cover letter to dozens of companies and you might not hear from any of them. Take the time to research a handful of companies and the people who work there, give it the personal touch, and you'll almost certainly get at least one response. Good luck!
