System hours are time spent actually working in your platform and production hours are your clocked-in time in WebClock. The difference is called "variance" and I don't think there's a hard standard for the number, seems to be based on TSM or COM preference. Most I've seen say up to 10% variance is okay (4 hours in a 40 hour week). Yours looks great, I wouldn't worry.
