Realistically - Not without permission

The patient has to give permission regardless of whether or not the scribe is in the room. Conversations cannot be recorded without authorization. Administration figured out that scribes could be outsourced to save money, nothing more. I'm guessing these jobs are being offered by a contractor, not the employer.
