OT, Swap Board - To use or not to use - sm

That is the question.  What a genius idea!  Basically, only use the swap board for OT unless it doesn't suit the TSA, in which case then the rules change and an email is okay.  If an email is okay now, why isn't an email okay at all times?  Who is the bigger fool in this scenario, the fool who thought this idiocy up or the fool who follows it to the letter?  I would love to see everyone freeze out the OT for an entire weekend.  Wouldn't that be a thing of beauty.
