In answer to your question regarding standard editing for punctuation, if a standard is requested by a dictator and inserted into the report, the only editing needed would be as per the M*Modal Standards and Guidelines which states only to remove the unused @@ codes (see pg 9 of the DQS Standards and Guidelines). Standards have been created and/or approved by the customer and no further editing needs to be done unless there are specific instructions to do so in the Client Profile.
