Clearly what they were doing was illegal, but they will never admit it. I think even in legal terms, agreeing to a settlement implies no wrongdoing on their part. I can't imagine them ever responding in writing to an email admitting illegal activity or admitting it on a conference call with many employees listening and/or recording.
