Ostensibly, if you want to you can walk away for the rest of the day and that is how you get however many hours are left in the day accounted for - as miserable and unwanted unpaid time off, but accounted for.
It's not the 15 minutes that matters, it's the fact that at the point you complete the OOW protocol, the rest of the day's hours are not required to be made up nor do you have to use PTO for them unless you wish to.
Even if I end up eventually doing 8 hours that day I still do the protocol because then if you are short hours, even a few or even minutes, using PTO is not necessary.
As per usual, stupid stupid system.
