OOW situations. Check your state rules because apparently Nuance is not going to share it outright with you, but appearing as though they are complying. Some states have a min # of hours they have to pay you if you show up and no work. They're not going to be paying that out in addition to people hopping on when they want to grab bits and pieces of work. If they aren't monitoring or abiding by their own policy, then shame on them.
