If you had somebody who was absolutely horrid and you had to leave a lot of blanks, the fact that it is only the report that counts against you helps tremendously.
On a very long report, if I suspect that my QC% is high, if there are only 2 blanks allowed and I have 3, I sometimes take a chance that the report will not be audited. I figure that since going over 10% QC automatically drops your line rate to .07/line, having that extra blank just be a ding on audit is still better for the line rate.
